Most of the sellers are scammers. The items don't actually exist. They list them cheap because they know buyers will pounce on them. There is absolutely no buyer protection in those categories. Some informed buyers know to ring PayPal and PayPal will eventually issue a refund, but majority of buyers lodge a claim and are told there is no protection, so they can't have a refund. So, they write it off as a bad experience and don't pursue it any further.
The scammers know this, so for every 100 they sell, they know that 95 people can't get a refund, so they get to keep the dirty money. EBay knows this goes on, but you have to move heaven and earth to get them to remove the listings. As soon as the listings are removed, the scammers start a new account or hack another one and start all over again.

Unfortunately they may never buy on eBay again and also warn others to stay clear,(which means this site is
losing buyers).

It wouldn't be a far stretch for PP to hang on to the money once the scammer is known as they hang on to it
for 21 days to start with anyway.
It would make a nice earner of free money into the PP coffers and would explain the no action in removing
them,(nothing else seems to make sense as they are hurting the site),

A lot of the ones I've seen probably wouldn't qualify for the 21 day hold because they list a heap of cheap stuff (mostly minions - whatever they are) and get their other accounts or mates (all with less than 10 feedback) to 'buy' it so their feedback goes above the low limit for holds. I think for those accounts they would move the money out as soon as it hits PayPal. Yes, PayPal are supposed to then chase you to get the money, but when all your details are fake, how are they going to find you? Besides, they've still got their fees, so who knows if they even care? 😄

My daughter just received a refund after recently being scammed but still have items of scammer in her cart n she can't get rid of them. When she tried buying something else the items kept being added on n she can't remove them, she was told to click on them but that was no help as seller doesn't exist, she can't even click on save for later. Does any1 know what she shld do? We wld be grateful fora solution
