Probably for the same reason Chinese items regularly appear at the top of your search and pretend to be located in Australia. Ebay love the money the Chinese items make for them and don't seem to care if they bend/ignore/break the rules.

This isn't wholly related to fakes, but do you know eBay actually sells search information to Chinese manufacturers?
If something suddenly comes into style, eg say duffle coats made a comeback and lots of people were searching for vintage ones on eBay, you'd probably see thousands of listings for new ones from Chinese sellers almost instantly.
This at least suggests eBay don't care about authenticity (except when they really have to), they care about high turnover.
