Resolved! PayPal advice when item is sold

When a buyer pays your PayPal account do you get the advice from PayPal right away that a payment has been received/ pending. Do you wait for this before shipping your item?

Buyer not responding to case they opened

Short version. Buyer opened case and asked for 50% money back, I agreed and sent the offer but buyer is yet to confirm and it’s been about a week. What happens or what should I do?

Refused reversal of refund.

Item was received but seller says she could do nothing as the issue was closed by EBay. I appealed but they said there was no reason to reverse their decision.
