Hey mate, I thought File Exchange got made redundant in favour of the new Reports upload function:
https://www.ebay.com.au/sh/reports/uploads
You download a template, put in the data, then upload it.
I know, I know.... who thinks to go to "Reports" to upload a list of items to sell!

I've had the same issue. I only just now tried googling "does file exchange work with ebay australia" and guess what? The answer is no. It only works with half a dozen international sites. It works with Austria, but not Australia. Why ebay has let me waste hours on this with obscure error messages instead of just warning me as soon as I tried to use it from the ebay aus site, I don't know. I even did a live chat and they insisted it should work. I found this in the file exchange FAQ:
Can I use eBay File Exchange to list on eBay’s international sites? The following eBay sites support eBay File Exchange: US, Canada, Germany, UK, France, Italy, Spain, Taiwan, and Austria. |

There appears to be multiple errors with your file. Unfortunately its very difficult to really see the problem from that image. Are you trying to list it using a txt file or a Excel csv file. If Excel can you show the file.
The Headings should not have the * eg *Category should be Category the * is only to show its a required column. See image to give you a better idea
