Well that convinces me he has some connection to Sydney water . . . . . . . the question in my mind is - what's the connection ?

yes that makes sence now mb , is he dropping off the letters to the postoffice from sydneywater , and is he taking lets say 30 home with him and taking out the bills and using the envelopes then ,any ideas , these are not reply envelopes.

joe I hope you are wrong on this - that would be tampering with mail which is an offence (& terribly unfair to those not receiving their bills - assuming they are bills of course). I am more inclined to think he has access to incoming mail or the rubbish at sydwater - or perhaps that he & family have been saving used envelopes for quite some time.
How often are sydwater bills issued I wonder ? I would assume maybe quarterly ? Our water is charged with our council rates up here.
There was a previous post here somewhere I meant to respond to, perhaps someone already has, but I've been checking mail we've received with Postage Paid Australia and none of them have been 'cancelled', so it would not be evident in that regard, apart from the fact the envelopes have been opened lol, that they are used or recycled . . . . .
Still one order to be received isn't there ? Will be very interesting to hear if that is also sydwater

Along the lines of your thoughts sir-sales, I was thinking what if 10 people ordered and on receipt marked the package as Return to Sender ? Then at least Sydney Water would see similar items being returned from 10 different people.
All 4 ? recipients really need to get their heads together now and compile an email with their photographic evidence & send it to eBay and Sydney Water

You are right mb, Sydney Water bills are sent out quarterly.
The envelope I received was definitely not a Reply Paid....SW does not provide them so he is not reusing envelopes that are coming in to SW.
I don't see how he could be handing the envelopes over the counter....it would be too obvious that they include much more than a sheet of paper and a small information brochure which is all that should be in a SW Postage Paid envelope.
My remark about the envelopes being cancelled refers to all mail going into the red post boxes. Once the mail is collected from the boxes it goes to a sorting centre where the machines should stamp the envelope/cancel the stamp. The machine would not differentiate between a stamp and a Postage Paid stamp.
My envelope is so thick that it should have been rejected for auto cancelling and a real person should have done it. There are just too many coincidences with these transactions....too many things not going according to best practice.

MB, I am not sure that RTS would be viable. That is only for use when an item has not been opened.
These envelopes have been opened twice already.
I am seriously thinking of writing a letter to SW giving all the ebay details and sending it to the Head Office address.

Agree absolutely, there's no way in my mind he's handing them over the counter

My envelope is so thick that it should have been rejected for auto cancelling and a real person should have done it. Since it's gone to a red box, do you think the sorting centre treat it as a parcel or large letter before it goes through the machine perhaps - and not put it through the letter machine, perhaps even process it without it going through a machine at all as they see the Post Paid marking ? There are just too many coincidences with these transactions....too many things not going according to best practice Absolutely !!

These envelopes have been opened twice already. I just thought if they received a few and can see they have already been opened & re-addressed they may take some action

I doubt I would even hesitate to think about it lyndal, except that one order did come in a different re-used envelope . . . . . mmmm . . . . yeah, think I'd still be handing on all the details and I'd be informing eBay as well. Sad thing is, this fool isn't even making any money out of it. But it says a lot about their character & I don't think they are the sort of sellers we need - mind you, who am I to judge ? But I hate to see good honest sellers being treated poorly (and we hear about them every other day) while people like this are let off the hook and who knows how often they're doing it, they may have more than 1 ID
