She should also be NARU'd and a check kept on her ISP to prevent her starting up a new ID.
Now that eBay have appeared to have taken action on her account, you could try ringing eBay (or better still get a call-back from them) and push to get it removed, ask for a supervisor if the first CS rep won't help you.
It's not hard to start a new ID when you've been shut down. A friend of my sisters was defected off eBay when the defective defect system was at its finest, due to a handful of numpties claiming INR or SNAD. She's now selling again. She sells kids clothes. She uses a VPN, which hides her real IP address. She uses her mother's address and used her husband's phone to become phone verified.
She still uses her other account for buying as it was only her selling that was suspended and uses the new one just for selling. It was hard for her starting from scratch again with 0 feedback, after having over 2,000 on the other account, but she's managed to get a good score now and has maintained 5 stars across the board.
It's not hard to get around the restrictions these days. I'm not sure I could be bothered. Knowing me I'd forget to turn the VPN on and get busted pretty quickly! My memory isn't that good.

Well, well, what a marvellous coincidence.
Australia Post deliveries suddenly start working properly at the exact same time a seller got ebay to investigate her account.
Wonders never cease, do they.
Personally I would ring ebay and ask them to look at her message and I'd be pretty strongly requesting they remove that suss feedback & telling them why. Whether they will or not I don't know, but that is what should happen.
I'm wondering how long this good run of deliveries will last for. Probably a little while. Then she may just try it on occasionally. I'd guess she thought she was under the radar but she may use this as a learning experience & not be so blatant next time. I doubt a person like that will change to honest dealings all the time though.

I would guess that cheap $2 items would probably be delivered, but expensive items will mysteriously get lost in the post, warranting a refund.
It would be interesting to know how many of the lost in mail ended up as a refund. She looks to be a shoplifter to me, so not sure if she opens disputes, or whether she just waits for sellers to do the right thing. I'm guessing the Chinese would refund without asking as a lot tend to do that. Maybe the disputes are kept to a minimum so as not to draw attention to herself.

also, she is probably unaware that the feedback she leaves for others is easily viewed. She may have not given any thought to being caught out.
