Their listings clearly offer regular post for a small fee AS WELL AS free for local pick up."
Why are they complaining about paying the FVF on the shipping then for the pick up item?
FVF is charged on the total the buyer pays.
Example:
If pick up item cost $30, & shipping in listing was $10.
1. Buyer is picking up, pays $30. FVF charged on $30 only
Or
2. Buyer picking up pays $40 (FVF charged on $30 & $10 shipping)
Which option did this buyer take?

Seller happy to collect and keep a shipping charge for pick up customer but complains they paid a FVF on shipping cost?
It is the buyer who has been overcharged in that scenario.

No.
FVF is charged on the total of the selling price plus postage in the listing unless the seller does a revised invoice to zero the postage amount.

Or if they didn't receive it, change the invoice before markingi it as paid.

But how do eBay know what the buyer paid in a cash on pickup scenario?
By what the listing, or a REVISED INVOICE says, that's how
They certainly aren't going to believe the seller, even if there was an option to show the amount paid, not just 'paid'.
Oh, hang on, there is an option to show the amount paid - a revised invoice.

I know it says Amount paid by buyer but that is not how it works.
If an item is picked up and the seller marks the item as paid without zeroing the postage then they are charged FVF based on the postage in the original listing.

If the buyer paid cash on pick up and the sender marked the item as paid without sending a revised invoice how the heck would eBay know that the item was picked up and the FVF should not reflect post costs ?????
