Access denied error when escalating request for item not received / asking eBay to step in

I cannot ask ebay to step in my case 5219871896, I have this error everytime I try:

Same issue if I try to send an appeal for the previous case 5219104955 that has been closed by Customer service without beeing resolved... Thank you eBay...

FYI eBay Support, it is not because seller added tracking information by magic after buyer claimed the item has not been received that means tacking added is correct especially when they use exactly the same tracking number for different orders made... You should detect this tracking number has already been used for another order before to automatically close a case and say to the user: After reviewing all the details of this case, we've determined that you won't receive a refund.

Clear cache and cookies and reboot your computer.

Thanks but it did not solve the problem. I tried different computers and browsers. The issue is coming from eBay for sure. How to contact eBay support about this issue then?

Use the 'call me back' option for better service.
