linking to paypal not working

Once would be enough.

Given you have a track record, what is the actual issue? Have you not linked Paypal previously? Are you on Managed Payments? Depending on your circumstances, us other members of eBay might be able to help. On one thread.

To clarify, I want to link to a new paypal account as I've recently expanded from a hobby to a business, so I have to separate my business from personal.  I have successfully deleted the previous paypal account so there is no paypal linked. Now when I go to Account Setting, Paypal Account and press the button "link my Paypal account" I get directed to paypal login, I login in, it tells me "You're almost done linking your accounts, You have successfully signed up for PayPal with a credit card" (which is weird, because I haven't added a credit card). Then returns me to eBay where nothing has happened.

Why did you not just upgrade your paypal account from personal to business? Or just start a second account for your business dealings?  Are you not planning on buying privately in future?

There is always the potential for problems when you delete an account and start again.

Have you tried a different email address? Paypal uses email accounts as identifiers, so if the one you're using is linked to the old account, that could be the issue.

Have you tried directly in Paypal? If it's returning you to eBay that sounds like you're trying through eBay.
