I was recently blocked from bidding for an item on EBay.
i had never dealt with that seller before and have always paid on time

I'm in Australia and the seller is in Australia so that shouldnt be a problem.
And the reason I use a postbox is I'm not home all the time and its winter so if stamps left in mailbox, they would be ruined

A lot of sellers will not send to a PO Box address.
That is quite possibly the reason you are blocked.

I realise you said the item is stamps, but is the item going to be sent by courier?
If yes, then unless it is sent via StarTrack it can not be delivered to your PO Box.
Without knowing more about the seller our advice is limited at best, but if that seller sells a range of items that sometimes need to be sent by courier they may have courier set on their listing templates as the default shipping method.

When I started selling I never posted to a PO BOX because PayPal wouldn't cover me for doing so, not sure if that's the reason the seller has the block in place or even if PayPal now cover sellers for posting to PO BOX?

You may be right crow....I am not a seller so have never had the problem.
I have been using paypal since long before it was bought by ebay.....there was never anything in the User Agreement about it in those days but it was mainly a private funds transfer service. It wasn't till ebay bought it that it involved payment for goods and even longer before the buyer and seller protection services became available.

message the buyer and ask. may be a simple reason, may be an error. Might have been a dispute over something with another seller that has had a flow on effect. Seller may not even know why. Either way seller can choose to override if they wish. Some wont, even if they dont remember/know why out of precaution.
Eitherway, no harm in asking rather than trying to guess.
