Got scammed by eBay/PayPal fraudster. Where and how to resolve?

The item was purchased on REMOVED Says it will arrive in the UK on 10th - 11th April 2019 but never shipped out by the seller,
who canceled the transaction days later, but did not refund the money and totally no responsive at all. eBay failed to solve the problem while pointing out that PayPal has something to do with it since the transaction was made via PayPal.(I haven't had PayPal acct before). And still.. PayPal fails to investigate and resolve this fraud issue too.

So.. who the hell should investigate this fraud and refund my money if it wasn't eBay and/or PayPal .. ??

Transaction date April 7th, 2019

I hope you have better purchases in future.

It is apparent that, in the case of this particular comedy of errors, you've decided not to do a Blanche DuBois ultimate, which is a pity. You'd have got excellent advice from this board had you been willing to accept it.

I don't know why,  But the song  "Rack Off Normie" springs to mind

BAWAHAHAHAHAHA!!! I used to love that song when I was young!

Rack of Normie, you an your mates.

I know what you're after, but I'll set you straight.

I'll smash your back window with a great lump of rock.

Rack off now before I do me block.

Rack of now before I do me block.

I believe the Normie in that song was the same Normie in The Newcastle Song. Being a born and bred Novocastrian, both songs are dear to me 😄

Spoiler
I don't live in Newcastle any more. I moved away 20 years ago.

I think most of the problem is that the OP is not familiar with English....it is not his native language.

It is a pity he has jumped the gun and abused me before asking for clarification of what I mean in my previous posts.

I am backing out for the simple reason that I don't know how to explain it any other way.
