The item was purchased on REMOVED Says it will arrive in the UK on 10th - 11th April 2019 but never shipped out by the seller,
who canceled the transaction days later, but did not refund the money and totally no responsive at all. eBay failed to solve the problem while pointing out that PayPal has something to do with it since the transaction was made via PayPal.(I haven't had PayPal acct before). And still.. PayPal fails to investigate and resolve this fraud issue too.
So.. who the hell should investigate this fraud and refund my money if it wasn't eBay and/or PayPal .. ??

If you are now living in the UK and your credit card was issued by a UK bank you can ask the bank to dispute the transaction.

I'm sorry to say this but you have made so many mistakes with this transaction that it is going to be very hard to sort it out.
Firstly, you do not pay ebay.....they have not sold you anything.
You would have been redirected to use your credit card through paypal which is why you have a paypal receipt number.....there was no scam.
In order to open a dispute you would have had to open a paypal account and make sure the transaction was transferred to the account.
When you opened the the paypal account you should have rung paypal to ask them to transfer the transaction into it.
As you have now closed the paypal account you no longer have the option of opening a dispute there.
You could try ringing paypal and asking them to reopen the account but as you have ignored everything they told you it is doubtful is they will be too willing to help.
Had tried opening a PayPal account but later found out that the transaction number (4HA89035KA577125Y) is not available in that resolution window. And without it how can I make any disputes?
PayPal asks me to put down my CC detail. I later closed the account as to avoid another scam attempt PayPal.
There was no scam attempt!!!!!!!!!

You have made a complete hash of a very simple dispute......I suggest you do what Foxy has suggested and try a bank chargeback.

I do not know what you mean 'I do not pay for ebay .. or they do not sell me anything or blah blah ..' but let me put it here clearly.
1st.. The order has been placed and confirmed on 6 April 19 and it has been confirmed by eBay notification via e-mail. And the package is said to reach the destination on 10 Apr - 11 April. (Do I need to pop up a copy here?? evidently??)
2nd.. On April 20th 19, Seller cancels the purchase. I accept the cancellation and ask the seller to return my money, which has never been refunded. (Do I need a snapshot copy here??)
3rd.. Report to eBay customer service on 18 April 10 on the issue and get a reply on 19th April 19th. This is the answer ...

As mentioned earlier, the transaction number is NOT there in my very new PayPal account, which I just opened. (Because the transaction occurred in the time I did not have an account with PayPal).
Who is able to transfer the transaction transferred to the account ?? Me ?? You?? or they, the PayPal staff ???
What if there's no one at PayPal willingly to do so? Will you ask me to reopen a new PayPal account and try to contact them one by one all day for weeks, really ??

Yes, I've checked my CC statement. It was charged on my CC on 8th April 19 named 'PAYPAL FAZIL GUL CD 5716'. even though the transaction has been canceled, the money is not returned, as of today

Gee, with a reply like that, good luck trying to get anyone here to help you. You've pretty much done your dash here I think. We don't take kindly to being abused by people who choose not to take the advice given already.
Edit: Given you are living in the UK, why not try your luck on the eBay UK forums? There might be some members there who you can abuse. Not sure anyone in Australia can help you.

I can't fix the current problem but the following ideas might be useful in the future if you decide to buy again on ebay.
Firstly, get yourself a UK account, if that is where you live now.
Next, take note of your paypal account. Never make another purchase on ebay using a credit card, always do it through your paypal account.
It's safer for you and I suspect you wouldn't be having these hassles if you'd done it this way from the start of your ebay career.
