I recently purchased an item on Ebay. In the auction right next to the price was an offer from Ebay that I could get it at a lower final price (and a code was provided for me to use at checkout). I checked the "terms & conditions" as well & I definitely qualified. I purchased the item, inserted the "correct" code at checkout, but it didn't seem to work. So I proceeded on expecting it to be applied when Paypal payment was finialised. But nope, I was charged full price.
I got it all reviewed by Ebay and they did EVERYTHING they could to deny me my rightful discount, even questioning that a discount was offered in the first place.
I don't know how to get a screenn shot of the offer for my purchase (therefore I can't offer physical proof that the offer was in the auction) ...... the offer only appeared in the auction when I was signed into Ebay. I suspect the offer did not work because of some type of technical issue maybe at the time.
Have you been scammed by Ebay in this way? Were you able to get a successful resolution? it seems the only option I have left now is legal action.

The PLANET code is available to any member who spends the required amount of money on eligible items.
It is not just for selected members as a lot of offers are.

I've had further contact with Ebay and they've now admitted there's been a "technical issue" with the 5% discount offer and have "currently" withdrawn the offer to people (this is after they originally tried to tell me the offer didn't even exist in the first place). They said they will get back to me (I bet they don't bother); anyway we'll see.
I suspect that at the point a best offer was accepted the discount disappeared.
Makes sense to me - if you are offering under the odds and your offer is accepted why would you expect a further discount?
Accepted offers generally mean that the offer you make is what you are prepared to pay.

I reckon Dave's hit the nail on the head.
OP already saved $190 with Best Offer.
And then expected a further $75 discount?
I'm assuming the T & C's state not to be used with any other discount, code or voucher?

After the seller and I negotiated a price, I was sent an invoice. The split second before I paid during checkout, the Ebay 5% reduction offer was still present at checkout (I also correctly wrote the code word). In the terms and conditions it does not say the offer only applies if a current or higher price is the final price. Also, Ebay has now admitted that there is a "tech. issue" with the offer and have temporarily now suspended the offer to users (I was told that several days ago by Ebay). Time will tell if they offer me a refund.

I notice that Ebay has just restored the 5% discount offer to some Ebay auctions. Ebay told me once the technical issues with the offer is solved by them that they'd get in contact with me about my case. So I hope they contact me over the next day or two.

Yesterday I noticed that your sellers current listings, do in fact have a link to PLANET (open to and viewable by anyone) I then double checked your sellers sold items and no code link in any recent sold listings. Then checked further and found that all your sellers recent sales were via best offer.
So I decided to make an offer on one of your sellers current listings, with the Code PLANET link. As soon as I hit Make Offer, a pop up window appeared, in this make offer window was stated the original asking price. and an area to enter my offer, no mention at all of Code PLANET or any other discount offer. I then reviewed my offer and again No discount offers included in the make offer window. Purely the original asking price My offer price and a note that I was entering into a legal contract to purchase at the price offered.

That's all perfectly normal. If a discount count will work with 'best offer', it will say so in the pop-out window as seen in the screen grab below. That's of course subject to the seller accepting the offer AND the buyer paying while the promo is still active - it could expire or get pulled by eBay in the meantime.
For that reason, I think it makes the most sense for it to be displayed where it currently is and not in the 'Make Offer' window once you've clicked through.

Most offers say that if Best Offer is used the discount will be off the accepted offer, not the original price.
The promo box comes up when you are going through checkout, not when you are buying the item.
