I assumed it meant reporting the seller to Centerlink (in it being assumed seller is 'on welfare' and hence should be reporting eBay money to Centerlink)
Can you even imagine the response if a seller was making the same threats towards a buyer on here

Yes, of course. Buyers can do whatever they like
And some buyers are entitled to be extra special
But it could well be an attention seeking stunt (although I doubt the welfare/authorities would be told why they need to go and check on the seller's wellbeing

'Welfare check' is kind of an American thing, though they can be carried out here in Oz, and does refer to the police going to a residence to check on the safety or well-being of a person. They don't do anything except make sure the person is alive, uninjured, or otherwise in a healthy state (usually it's requested if someone can't get in touch with a person for an unusual length of time, can't check in on them themselves, and the person is concerned that something bad has happened to whoever they're trying to contact)
They don't really take any other action, though I suspect the police would not take too kindly to finding out their time and resources were wasted in performing one because an eBay seller wouldn't respond to an offfer.

I hope your offers are not too much below asking as some sellers will not respond to low ball offers and this may be the case. If the item is not priced to high you can save yourself the trouble and just pay what the seller asks.
