I sold a piece of jewellery but then the buyer called me a fraud and opened a dispute and canceled his purchase on eBay .
I was never payed as eBay had the money on hold and was never given to my bank account.
Now eBay is trying to deduct a large amount of money for something I never received.
what’s going on?
I lost my money because the buyer opened a dispute he got his money back in full from eBay

As it should be. You didn't send the item, why would you expect to get paid. If you had bothered to look at the link to the order, you would find there is a link for buyer details. Guess what, that includes the buyer's phone number.
However, if eBay haven't disbursed the funds to you, they can hardly claim them back.
Go through what you have received from eBay, and if they are indeed trying to recover funds from you talk to Live Chat (Help on EVERY page on the site).
If, however, they are only claiming non-refundable portions of the transaction, pay them. It was your error.

Why did the buyer call you a fraud, was there something wrong with the item or did you refuse/fail to send it.
In certain circumstances, ebay fees are still applicable even if the sale is cancelled or not completed.

Because I needed his phone number for the registration form and for insurance with the Post Office.
But the Buyer found that unusual and said I was trying to scam him and said I was a fraud and opened a dispute with eBay and won
I got no money from him or eBay

Buyers cannot cancel, only sellers
When did you complete set up for Managed Payments?
You have zero recent feedback and, like everyone eBay hence consider you a new seller and like all new sellers, funds will be on hold
You are selling high end, high risk items and both the items you currently have listed are items it shows you already sold

Please tell us that you've read the sellers guidebook and also understand that you are required to be signed up for the new Managed Payments system?
I strongly suggest that you remove those other 2 items until you are substantially more established as a seller. As it is, you are a magnet for scammers as you have no idea of what is going on and high priced items like that are a major risk. Never sell anything you cannot afford to lose.
The buyer cannot cancel. They can only open a dispute for either Non Delivery or for Not as Described. Had they done this, you would have been able to issue a return shipping label to get the item back. If you were an established seller with a rating "Above Standard", you would have been able to deduct money from the refund if it was not in the same condition as how you sent it out.
You might have to send a legal letter to the buyer as they should not be able to keep the item and get a refund.
However, just to clarify, did you actually send the item out by the time the buyer opened the case, or do you still have it? If you did send it, you would have had to send with Signature on Delivery as the item was valued over $750.

Because I needed his phone number in the USA for insurance and registration purposes.
He would not give me his phone number and called me a Fraud and was going to repost me to eBay . To open up a case against me😞
And he did and he won so ebay have overdrawn on my Back account twice first time it was dishonoured by the bank but they did it again today $515.05 I only had $15 in my account

You still haven't clarified whether or not you actually send the item.
You still have the other pieces up for sale and you're going to get scammed again.
If you haven't sent it, can't you just cancel the sale?
It is far better to sell a number of lower priced items domestically first to get a proper handle on how to manage the whole process. You have the other items made available worldwide, which is crazy. Firstly, there are limited and/or suspended flights to many countries and secondly, there are a huge number of countries which are incredibly risky to post to. I wouldn't touch the whole of Africa, South America, Southern Europe etc.
Oh well, I can see this whole mess ending in far more tears than just this situation.
