Health care workers and associated people should have been tested every day - yeah I know the expense.... so how much more expense now at stage 3 ?

Roge it isn't about the expense. If they are tested every day, they could never work. When you have been tested, you have to go into isolation till test results come back negative. For essential workers (health care, teachers etc) that is 2 days.
Routine test isolation should be exempt for health care workers who show no symptoms - better to have them work a few days infected rather than 1 week before symptoms manifest , if at all - also support staff like cooks etc particularly cooks

If yuo take delivery of parcels within Victoria they would have transited via Melbourne .... maybe peace of mind to wipe down the package with anti-bacterial wipes and leave awhile.

Wish they would STOP calling them "teenagers", they are ADULTS, who by their own selfish, stupidity have now put many people at risk. I'm pleased they have been named and shamed and really hope they get gaol time for this dumb act of wanton disregard for other people's health and safety..
Stay safe Viccies, we can get through this, if we all pull together and support each other ........... What Vic doesnt need atm is yet more criticism from those who dont live in this state.
