Can you sell an eBay ID? I thought it was the property of eBay

I came across a listing that is selling eBay Powerseller & Top Rated Seller Account

It clearly states that no business comes with it, just the ID

Does anyone here know if that is allowed now?

I was just looking at the completed listing and one of the ebay suggested similar items was "Powerseller on ebay for dummies". It seems so appropriate that such a book should be advertised on the same page as that listing.

Pardon my obvious ignorance, but I always thought that "Ebay for Dummies" was written specifically for ebay staff, despite the fact that quite clearly none of them have read it. 😐
