They must have been very small books if 4 of them weighed less than 500 grams. Did you actually weigh them?
It sounds like you needed a larger satchel. The $1.50 is not GST, it is an AP "administration" fee levied on underpaid postage.
If you ignore it AP will probably follow up with further requests for payment...who knows?

my experience was a little different, I underpaid the grand total of .70c and got a card in the mail which said I must attach the .70c plus another $1.40 for their administrative cost to the card. It had a rather nasty paragraph written at the bottom that each time they have to "chase" me for it they were going to keep adding the admin cost and that they had recorded my details! Geez over .70c? I paid it but really thought the nasty paragraph at the end was tortally OTT for the first payment request, who knows how far they would have taken it 🙂
edit to add that I don't know how you could get 4 books in one 500gram satchel? unless they were thin child books or something?

i use padded bags which are bubble wrap lined..anyway,under 20mm thick and under 250 grams it costs $1.40 to post which i use 2x70 cent self stick stamps.had 4 or 5 letters in the mail from AU post early in the year stating no stamps were used so i owe AP $...so dum dum here pays up each time plus the admin fee...
found out the stamps were FALLING OFF in transit..
what i do now is sticky tape all stamps (about half the stamp is covered so they can still cancel them}..im now waiting for another letter from AU post saying "STOP USING STICKY TAPE ON YOUR STAMPS CAUSE WE CANT CANCEL THEM"..
i will, ONLY when AP uses proper glue.
2014 and they cant find a good glue for stamps??...how laughable..............!!

We had this same problem with stamps falling off about 12-months ago.
After many calls to AP about it and approaching our LPO who were very friendly, we finally got an admission that they were having a batch problem with some stamps. Mainly the ones on rolls of 200x.
We don't buy the rolls any more. Only the flat books of 400x. Those seem be a larger format stamp and stick down much better. We also used tape once we realised what was going on. That was at the suggestion of our LPO too.
They would not retract the underpaid postage bills tho. We have not seen this problem again since then.

Not proud at all just understood how the system works. I used to sell a particular item actually that went large letter but was quite border line. Whilst it used to fit through the letter gauge Australia Post would sometimes pull it as underpaid and try and charge me parcel rates. I look forward to your apology for accusing me of ripping Australia Post off. As all I actually did was not pay the unfair over charge and then worked out they were not going to chase me for it. So who was ripping who off?
