Why it says I get free 40 listing a month in ebay policy and when I google search it.
but ebay keep showing $1 listing fee when I try to list!!
Same thing with different person account too!
Any explanation to this?

40 free listings a month went out with the ark, it has been 250,000 for some time
You need to read up on selling basics (not by Googling) but actually read the current/up to date information for selling on eBay itself
Have you signed up to Managed Payments and been given the go ahead by eBay you can start selling?
That would be the first possible reason it is showing you $1

40 free listings went out of the window years ago, you now get 250,000.
Others have mentioned on the boards that the $1.00 listing fee shows but it's never charged.

As said, read through both. I thought the 250K number is the old one and was happy with at least 40.
I am not a frequent seller and trying to list couple items.
it shows me to list for free when I click it and doesn't ask me to first sign up to Managed Payments!
so not sure how to do that!

You have to do that before selling or you will never get any funds from selling
It won't 'ask' you to do it
But it is compulsory to do so
There is no point listing anything until you have completed everything required
It applies to every seller, now matter how often you sell
PayPal went out for seller almost three years ago

yes, I believe last time I sold something I got paid through Paypal.

The $1 fee usually shows at the preview listing stage, and then reverts to $0 when the listing is actually completed.
I don't know that you can still list items without signing up to managed payments, initially there were a couple of categories that were exempt. Anyway I would not recommend selling until you are fully verified for managed payments, as you will be waiting a long time for funds to be released, as there will be no way for you to be paid.
Payments no longer go to Paypal, so you will need a verified bank account, and as a new seller your funds will b e held for 21 - 30 days, with 10% held for 60 days.
