If as you say you opened an MBG dispute within 30 days past the final ETA and asked eBay to step in within the required time limit then your only option is to call eBay on the "chat with us" function at the bottom of the link below.
https://www.ebay.com.au/help/buying/returns-refunds/get-help-item-hasnt-arrived?id=4042
But first check in the bank account that funded the purchase to see if the money is there or not, as all monies will go back to their funding source.

You could maybe try "live chat" one more time and ask to speak to a supervisor.

Ummm you have failed to understand they told me 3 WEEKS ago I would “ WOULD” be refunded. You sound like you have not been thought this at all. If you have not been thought this why comment.
Ummmmmmmmmmm why did you not mention this in your opening post?
You just stated that after 7 months blah blah blah.
In future state the facts so people like me that don't understand anything can understand things.

I will try once more. But at the moment all they keep saying is that the refund was put through and to contact my financial institution and then I have PayPal telling me that there has been nothing
Can they give you an exact date of the refund?

I have read if you message them on Facebook, it may help.
I don't know if this is true though.

I know it has been asked, but did you fund the purchase via Payal with a credit card ?
If so, check your credit card statements for any repayment around the dates advised, other than that, nothing else you can do except keep hounding eBay
