When a buyer doesn't pay... many emails later,.... eBay opens an unpaid item case, which buyer ignores - and that buyer continues to NOT pay for many of his "purchases" but retains his 100% feedback rating. This is not right. People ae being caught and wasting so much time on this sort of thing. WHY can't you leave a negative feedback for a NON-paying "buyer"?

eBay are really the only ones that can answer that, and this is what they have to say about the decision to remove the ability for sellers to leave negs for buyers:

Due to abuse of this function, it was removed by eBay about 5 years ago and substituted with a proactive and far more postive method for sellers to protect themselves from serial non paying buyers.
When a seller encounters a buyer who does not pay, by going through the process of a non payment dispute, it not only provides an avenue for arbitration and an opportunity for the parties to finalize their transactions, but also if unresolved, the non payer is issued with a strike against their name.
Now here's where the really good bit sets in.
Sellers, when determining which members they would like to trade with can exclude those who have a history of non payment if they want to.
So, ensure that you have your buyer blocks in place and for extra security, add their ID to your individual blocked list.

Yes, but I can block that buyer, but he still possesses a 100% feedback rating yet has many, many unpaid items noted. Sellers will see his 100% rating and think he's ok when he's a serial nonpayer.

How would it matter if the buyer had a 63% rating or even a 2% rating. Sellers are not going to check out bidders (how can you do that if you are selling hundreds or thousands of items), and if someone 'buys it now' what can you do if you then see a low rating? You still have to go through the process.
It is far better to be able to put blocks in place for serial non-payers.

If sellers have their blocks in place and follow the procedures that eBay have implemented to help protect all sellers, they shouldn't see him at all.
Obviously, if you have your bl;ocks in place, then more than one of those sellers who left a positive feedback for that buyer did not go thriough the dispute process and did not do their bit to help keep other seellers safe by issuing him a strike,
Being able to see a buyer has negative feedback for non payment does not help those with BIN's at all, or those whose buyers snipe at the last minute.
It only helps those who have the time and opportunity to check on the feedback of every buyer who bids on one of their items.
(Can we even see that anymore? I haven't checked for ages. Can we see the names or feedbacks of the people bidding before they win?)

I should have been prepared for shoddy treatment by this buyer. Nice. Thanks to all who commented and helped.

Out of interest, If a non-paying buyer "buys" several items, and seller completes the non-paying buyer process, will the buyer get one strike total, or one strike for every unpaid item ? Will initiating the NPB disputes a week or so apart etc ensure they get multiple strikes, if they dont already ?
