Why can't I choose and fancy border for my listing anymore

Not sure why but I can't seem to choose a border around my listings anymore. I used to be able to choose a counter to let me know how many people had viewed my item but this seems to have gone also. Am I doing something wrong?

Having read the huge volume of information, comments, complaints, conflicting opinions and confusion, it would seem to me that feedback is the one area of ebay which doesn't really work as intended.
