what is the maximum time a buyer has to pay before I can cancel the transaction

I have a buyer that has not payed for n item ended on the 22nd of August and have tried to cancel the tranaction but was refused by the buyer stating personal problems for not having completed the transaction.

I accidently deleted an unpaid item, tried ebay help but getting error message. Can you please help in getting the item back?

Setting up a seller's account.

When I try to set up a seller's account it tells me I must set up a payment method for my fees. When I try to set PayPal as my payment method it tells me I must have a seller's account first. Huh?
