Do I have to pay a Paypal invoice on excess postage after order has been delivered.

I have been sent a PayPal invoice for excess postage.... after the company have sent the goods and after I have received them.  

This extra postage was not quoted at time of purchase. Sorry not through ebay but I can't find anywhere on PayPal to ask. 

So what I am asking is....

Can PayPal take the money from my account without me authorising it?

Also can PayPal close or freeze my account or flag me if I don't pay it.

I was going to try and reply to all comments to help clear things up, but it appears that I am unable to reply directly to each message as I cant seem to find a quote button so you would know which message I am actually replying to.

glad it wasnt a scam as most thought, but just a mistake from the company. always better to check ,just in case.
