My understanding is that it is NOT but it continues to be charged. Is this an illegal practice that no one has addressed.

It's not illegal, GST is Goods and Services Tax - postage is a service.

I sure would love to know how it would be illegal to charge a goods and services tax on a service *shug*

As a seller posting to overseas, there's no GST inolved.
As a buyer, GST is payable for the service provided.

Your understanding is incorrect. GST is payable on the total import cost

This post by digital*ghost addresses the issue of GST on postage for low-value imported goods. And this post is a much less concise overview of GST on postage for low-value imported goods, including who pays them and what happens when Pitney Bowes (the logistics company working with eBay to provide the Global Shipping Program aka GSP) are involved.
If you believe that it's illegal, contact the ATO with your concerns. However, if you click onto the second link above, you'll see where I quote the relevant legislation.

Hi lenzcap123, It may be legal in the sense that somebody is charging us GST on second hand items that are sold mostly by (non dealers) ordinary everyday people who are selling off their unwanted / no longer used items. Which is very wrong!!!!! Anyway definitely not morally legal!
Sady we live in a world where laws and rules are made by politicians that seldom have our best interests at heart. But they have no problem with changing the rules so that banking executives in Australia an get golden handshakes of 50 million dollars, and the wealthy can get tax cuts and line their pockets. Never mind. That's life.

Oh for heavens sake 4channel....what has the banking industry got to do with GST on low value imports?
Don't muddy the waters.
