There is a scam that I have been burnt with and ebay is a part of.
We sold am item to the US from Australia, the purchaser paid surface shipping, (8 weeks), Australia Post doesn't offer tracking at this cost, buyer tells ebay hasn't been recieved, ebay givens them their money back and back charges you. I have proof of postage, reciept & photo of item after stamps etc affixed, but ebay didn't give a rats.
eaby customer service runs from scripts and when you say something not on the script, or prove them wrong, they ignore you.
SO BE AWARE DO NOT SHIP ANYTHIG WITHOUT TRACKING NUMBER, EVEN IF YOU LOSS THE SALE
EBAY DOES NOT CARE WHAT YOUR HISTORY IS, YOU ARE IN THE WRONG

You might be referring to eBay calculated postage (when you are referring to eBay putting in the postage), which is a different price according to destination, but is based on the information you provide on weight and dimensions that you included in the listing.

I also have 100% feedback.
It means nothing especially when not only don't you have any idea of the current eBay rules but when some very experienced and respected members try and help you the only thing you can do is abuse them.
Admit you stuffed up, maybe you should open your own auction site, you'll never be wrong again.

It's so important, if you are considering making your items available internationally, that you read up on how to list. There's lots of help on the help page. Here is part of some important points to consider when selling internationally:

Wow, just wow.
Why is it that when people come in here with guns blazing asking for help, they always think someone works for ebay because they don't like what they are told?
Clearly you are not going to be told what you want to hear, so why are you continuing to try and get people to agree with you? You stuffed up, you need to accept that. Ebay doesn't offer surface mail as a default method of shipping. You must have selected it yourself when you created the listing.
Before you accuse me of being an ebay employee, I have over 11,000 feedback with over 8,000 of those for selling. I no longer sell overseas because the costs to send it via a safe method are prohibitive.
When I was selling overseas, I selected the method if shipping, not ebay. I used calculated shipping. I put in the weights and dimensions and the cost was calculated depending on location and selected service. The estimate was always spot on for the method I selected.
If you can't accept that people here know what they are talking about, people with far more experience than you, then it may not be the place for you to seek help.

Do you realise Sea Mail from Australia to the USA can take up to 3 months to arrive, maybe longer this time of the year.
Australia Post recommended posting your Sea Mail parcels to the USA, by 27th September, if you wanted delivery by Christmas 2015.
I can't read the posting date on your receipt, but if you are referring to the item that ended on the 8th November (this is the only train I can see that sold for around $60), I seriously doubt it would have arrived in the USA, especially by Sea Mail, by the end of December.

If it was the trains sold on Nov 8th, when I change the country this is what it says -
AU $29.70 | United States | AusPost Air Mail Parcel | Estimated delivery within 8-16 business days Seller posts within 2 days after receiving cleared payment - opens in a new window or tab. |
Notice it says Air Mail ^^^
Now the pic of your parcel has BOTH air mail (2) and seamail on it
So it's anybody's guess as to how it went - surface or air?
It's also inadequately wrapped for international delivery IMO
It probably ripped open and the contents lost or stolen
If it's not that listing, then I've just wasted more time

From what I can see, the seller has the wrong weight (and shipping option) on his Ebay listing. He has put a Air Mail Parcel between 500g to 1 kg (which is $29.70 - the figure imastawka has quoted above).
If you look at the custom form on the parcel the weight is 1.350kg and the receipt is for a parcel between 1kg to 1.5kg. Postage, by Airmail to the USA is $42.55 for a parcel of this size.
Sea Mail to the USA (for a 1.350kg parcel) is $29.30 - the amount he has paid on his Australia Post receipt.
The buyer probably thinks the seller has sent it by by Air Mail (as stated in the listing) and it should have arrived in 2-3 weeks. Where as the buyer has sent it by Sea Mail which can take 2-3 months. And if the seller posted it on or after the 8th November, its most likely still on a boat somewhere in the middle of the ocean.
I just hope for the seller sake, the buyer is honest and refunds the money back to the seller, if and when his item does turn up.
I also agree with imastawka, both the Air Mail & Sea Mail stickers on the parcel are confusing - it should be one or the other. And maybe a box next time.

I have NEVER sent an item overseas without tracking.
It was around $24 AUD for an item/letter up to a fairly heavy weight.
It costs a little yes, but if the buyer won't pay for the postage then sacrifice the sale.
YOu have just found out what happens otherwise.
It's not worth it, you loose you item and the money.
